Proposed NHLP change

16/7/10- E-mail sent to Director of Planning at MEPA with proposed change in NHLP for Villa Bonici, Sliema,  and its surroundings. Other documents attached - historical report on Villa Bonici ( Part 1 and part 2), proposed conceptual layout, proposed height limits, and copy of proposal sent to MEPA

16/7/10 - MEPA acknowledging  receipt of e-mail

22/7/10 - MEPA internal e-mail forwarding SRA's proposals to  Forward Planning Department

2/8/10 - Following request made by SRA,  Forward Planning Department promised SRA that it will be involved in public consultation  exercise effecting the mentioned area

3/8/11 - SRA showed concern regarding pending application for development in areas surrounding Villa Bonici, and in light to SRA's proposed changes in NHLP.

2/9/10 - MEPA Chairman and Director of Planning  advice SRA to write to the Prime Minister, who as the minister responsible of MEPA, is the only public official who can start the ball rolling to effect changes in local plans.

5/10/10 - E-mail to Prime Minister through Hon. Dr Mario De Marco, Parliamentary Secretary, requesting the initiation of the proceedings to change NHLP. Click here to read

 6/10/10 - Acknowledgement of above e-mail by Hon Dr L Gonzi, Prime Minister, who highlighted to SRA to proceed through correct channels

6/10/10 - SRA explains to the PM all route taken by SRA with the proposals and how MEPA advised that the PM was the one who need to start the ball rolling.

8/10/10 - In his e-mail PM notifies that Hon Dr De Marco will get in touch with SRA to advice on the procedure to be taken in such situations.  PM explains that following lengthy public consultations, politicians and the government are not to interfere with any of MEPA's decisions.

3/11/10 - SRA write to PM notifying him that to date(4 weeks later) Hon Dr De Marco had still not communicated with SRA. SRA also contested the PM's reasoning re interfering with MEPA's decisions as this was not the case, but a case of initiation of a process. SRA writes that it is still in darkness on what procedure needs to be followed.

12/11/10 - No reply from PM  ( one week later ) and Hon Dr. De Marco

13/11/10 - Hon Dr De Marco acknowledges communication from PM re issue

16/11/10 - Hon Dr De Marco awaiting preliminary assessment of SRA's proposals from MEPA

22/12/10 - SRA sends letter to Hon Dr De Marco with proposals. Click here to read

 23/12/10 - Hon Dr De Marco confirms receipt of e-maile.

20/1/11 - SRA writes to Dr De Marco notifying him that there was no reply from him since the last communication dated 23/12/10

14/2/11 - SRA sends  reminder to Hon Dr De Marco in absence of any reply

14/2/11 - SRA writes to MEPA's Communications Manager asking for the procedure to start a change in NHLP

1/2/11 - No reply from Communications manager. SRA e-mails reminder

2/3/11 - SRA writes to Hon Dr De Marco requesting a reply

2/3/11 - Hon Dr De Marco apologises for not replying earlier. Promises to write back with an appropriate reply

15/3/11 - No reply from Hon Dr De Marco. SRA writes in request for a reply

22/3/11 - Still no reply. SRA sends reminder

25/3/11 - Hon Dr De Marco replies. No mention on which  protocol  one has to follow in order to propose an NHLP change. Dr De Marco mentions that there is no imminent threat of development in  Villa Bonici following its part scheduling. With reference to its surrounding Dr De Marco states the traffic problem needs to be tackled in order to reduce traffic, parking and pollution issues.

SRa's request for the protocol from Hon Dr De Marco remains unanswered to date!
